receives $8 million for green job training | Rochester Business
Journal New York business news and information PathStone Corp. will
receive an $8 million grant from the U.S. Department of Labor for green jobs
training, part of a $150 million program from the federal stimulus,
government officials said Wednesday. The stimulus projects will train
participants in New York, Pennsylvania and Puerto Rico, including unemployed
individuals, high school drop-outs and individuals with a criminal record,
for work in three energy efficiency and clean energy sub-sectors. The
program designed for the New York area will focus on deconstruction and
specifically focus on city properties slated for demolition in Rochester.

SITE - GOVERNOR PATERSON ANNOUNCES NEW YORK WILL RECEIVE $31 BILLION IN
FEDERAL STIMULUS FUNDS Governor David A. Paterson today
announced that New York will receive at least $31 billion in American
Recovery and Reinvestment Act (ARRA) funds, part of $420 billion that will
be appropriated to states and other recipients over the length of the
federal stimulus program. The Economic Recovery and Reinvestment Cabinet
released the total in a report to the Governor on the use of stimulus funds
in the State. It also noted that New York continues to apply for some of the
$44 billion in additional funding available through competitive grants,
which may increase the final allocation. “Since President Obama and Congress
authorized the American Recovery and Reinvestment Act last February, I have
dedicated the full resources of the Governor’s office to maximizing our
share of federal stimulus money. Thus far, we have spent the funds wisely
and judiciously, and we will continue to do so,” Governor Paterson said.
“Getting New Yorkers back to work is my number one priority, and we will use
this money to redouble our efforts to create jobs and put our State on the
road to fiscal recovery.” Job Training: The State Labor
Department received $169 million in Workers Investment Act (WIA) funding, of
which $157 million has been obligated. There were 18,408 participants in
training at the local level during the period from May through the end of
August. In addition, $24.8 million of State WIA funds have been awarded in

TRANSPORTATION INFRASTRUCTURE Economic Recovery Investments to Create an
Estimated 132 Jobs Governor David A. Paterson today announced the
certification of an additional $5.5 million for transportation projects in
the Rochester area through the federal American Recovery and Reinvestment
Act (ARRA). These investments will provide for essential highway and bridge

Gas Review Policy - NYS Dept. of Environmental Conservation Greenhouse
gas emissions will be included in New York's environmental review of
large-scale projects under a new policy that becomes effective in 30 days,
State Department of Environmental Conservation (DEC) Commissioner Pete
Grannis announced today. The policy provides guidance to help DEC staff
consider greenhouse gas emissions and energy efficiency when conducting
environmental reviews of new projects. Environmental reviews are conducted
under the State Environmental Quality Review Act (SEQRA), which requires
that a "lead agency" identify and assess actions for their potential adverse
environmental impacts, and in certain cases, develop an environmental impact
statement and propose mitigation strategies. Although the policy expressly

ROCHESTER REGION Construction Begins on Four Highway Improvement
Projects Governor David A. Paterson announced that the ground breaking of
the first transportation infrastructure projects in the Rochester area
funded through the federal American Recovery and Reinvestment Act (ARRA)
began this week. Construction started on four projects totaling $4.5
million, including the resurfacing State Route 77 in Genesee County;
drainage improvements on State Route 39 in Wyoming County; resurfacing State
Route 36 in Livingston County; and crack sealing on selected State highways

To help automobile body shops prevent pollution and "green" their
operations, the New York State Department of Environmental Conservation
(DEC) created two new, user friendly manuals titled "The Environmental
Compliance Guide for Auto Body Shops" and "Environmental Report Packet for

WEBSITE Site Will Make New Jobs More Accessible to New Yorkers
Governor’s Request Furthers Transparency in Stimulus Spending Governor David
A. Paterson today announced that every firm that the State hires with
American Recovery and Reinvestment Act (ARRA) funds is required to post any
jobs created by these funds to the New York State Job Bank, which can be
accessed at www.labor.ny.gov.
In a memo sent this morning, the Governor directed State agencies
to work with contracted firms to ensure that the created jobs are posted.
This will streamline the often difficult employment search process at a time
when many New Yorkers face unemployment, and will more quickly and
efficiently achieve the Governor’s ultimate goal to get New Yorkers back to

introduced legislation that would empower County Government to become a
