important to be able to find that these stories have existed for
ferreting out existing or impending environmental problems. The
repercussions of pollution or overuse of a resource often takes a long
time for us to recognize and when we finally do, it is invaluable to be
able to track the history of various issues before they get to a tipping
point and became a crisis.
Also, much that mankind has done to change our environment was
accomplished without any knowledge of what the environment was like
before changing it, but maybe we will be able to heal our environmental
if we archive the news stories so we will be able to unravel the events
that led up to the disaster. Students, scientists, historians, and
citizens alike should benefit from being able to follow the thread of an
issue back through time.

criticism of President Obama's $800 billion stimulus package has
been that it failed to produce anything – that while the New Deal
built bridges and dams, all the stimulus did was fill some potholes
and create temporary jobs. Don't tell that to Annette Herrera. She
was 50 when the auto supplier she worked for in Westland, Mich.,
closed its factory and moved the work to Mexico. Then, after being
unemployed for 2½ years, she got a job in October 2010 with A123
Systems, which had received $250 million in stimulus money to help
open a new lithium-ion battery plant in nearby Romulus, Mich.

Penfield developed their respective cycling master plans, they each
gathered substantial input from the bicycling community. Ideas were
filtered up from the cyclists themselves. Now a new working group,
convened under the Genesee Transportation Council, formalizes that

ridership in and out of Rochester is continuing to rise, hitting
140,000 in the fiscal year that ended in September. That figure is
roughly double what it was in 2005, according to Bruce Becker,
president of the Empire State Passenger Association. Just think what
ridership would be if the Rochester station wasn’t run down and
inhospitable, if trains were on time and better appointed, and maybe

Sen. Charles Schumer calls on CSX to sign rail deal | Democrat and
Chronicle | democratandchronicle.com BERGEN — U.S. Sen. Charles
Schumer, D-N.Y., travelled to Genesee County Tuesday afternoon to
implore the CSX freight railroad to sign a needed agreement so that
work can begin on a high-speed rail line that would pass through
this village. The federal government has pledged $58 million to
build an 11-mile-long track between Riga in Monroe County and Byron
in Genesee County to serve Amtrak passenger trains. (January

State commission recommends consolidation of transportation agencies

commission is recommending the merger of the state Department of
Transportation and the state Thruway and Bridge authorities as a way
to save between $50 million and $82 million a year. The Spending and
Government Efficiency Commission recommended in a report this week
the combination of the Albany-based Thruway Authority and the Bridge
Authority, based in Highland, Ulster County. (December 17,

High-speed rail plans slowed as Congress balks | Democrat and
Chronicle | democratandchronicle.com A move to prevent the
federal government from committing public funds to
high-speed rail projects will not affect a small portion of track
west of Rochester slated for improvements, but it will most likely
slow plans for a faster statewide rail network. The
Republican-controlled House of Representatives earlier this month
registered its opposition to funding high-speed rail
projects by voting on a 2012 transportation bill that would prevent
federal funds from being specifically designated for these projects.

New Bike Lanes Riding Into Rochester - Rochester, News, Weather,

11/16/2011: DOE and EPA Release 2012 Annual Fuel Economy Guide
Some 2012 models will be displaying a new fuel economy and
environment label that provides consumers with more comprehensive
fuel efficiency information, including five-year fuel costs or
savings compared to the average vehicle, as well as new greenhouse
gas and smog ratings. These labels are actually required in model
year 2013, but automakers may voluntarily adopt the new labels in
model year 2012. Each vehicle listing in the guide provides an
estimated annual fuel cost. The estimate is calculated based on the
vehicle’s miles per gallon (mpg) rating and national estimates for
annual mileage and fuel prices. The online version of the guide
allows consumers to input their local gasoline prices and typical
driving habits to receive a personalized fuel cost estimate.

Congressional deal derails funding for high-speed rail | Democrat

Congressional negotiators have agreed to eliminate
funding for high-speed rail and trim community policing grants
to $200 million in the current fiscal year. The partial agreement on
a fiscal 2012 budget also will provide $2.63 billion for disaster
recovery grants. The agreement covers three of the 12 spending bills
that will pay for government operations this fiscal year. Since Oct.
1, the government has been operating on a stopgap spending bill that

Rochester to hold public information session on intermodal
transportation center scoping study ROCHESTER – Members of the
Rochester City Department of Environmental Services along with the
Federal Railroad Administration and New York State Department of
Transportation will hold a public information meeting on Thursday,
November 17 to discuss the city’s Intermodal Transportation Center
Scoping Study. A scoping study explores the range of natural and
community resources near a proposed new facility and examines the
possible effects to those resources of building the project as well

'Fracture-critical' bridges in New York state require special

ALBANY — Nearly 1,100 bridges in New York are deemed
"fracture-critical," records show, and are subjected to a high level
of scrutiny to ensure their safety. A fracture-critical bridge is an
engineering term defined as lacking "redundant supporting elements,"
meaning if a key support fails, the integrity of the whole bridge

Express Train to NY Economic Recovery? NEW YORK - The light at
the end of New York's dark economic tunnel might be a train -
carrying recovery in the form of mass transit manufacturing in New
York factories, according to one group of experts. The report,
assembled by union strategists and economic-policy analysts, calls
for replacing some of a decade's worth of lost manufacturing jobs by
investing in building and repairing rail and subway cars and buses.
That way, says report co-author Brian Lombardozzi, the people who

Going Green: Bike maps - YNN, Your News Now All roadways are
open for bicycle riders, except for a few restricted roadways like
interstate highways, but not all roadways make for safe and
comfortable bike riding. That's why the Syracuse Metropolitan
Transportation Council and their counterparts in other upstate New
York cites have developed a bicycle suitability map. Director of
SMTC James D'Agostino said, “And the idea is it will help someone
figure out the most suitable road to get from point A to point B for
your commute to or from work. This way you can choose the roads that
are most suitable from a comfort level. The road may be suitable
from a legality perspective but not necessarily all that suitable
from a comfort level perspective. So you can choose the route that's
most comfortable with the least traffic, the widest shoulders and
the most bike lanes available so you can have the best ride

vehicle, and a portion of the taxes you pay are supposed to fund
repairs of the state's roads and bridges. There's one major hitch:

NY gets nearly $150 million for high-speed rail project -
Canandaigua, NY - MPNnow Albany, N.Y. — New York state is
getting nearly $150 million in federal transportation funding aimed
at upgrading passenger service in Amtrak’s Empire Corridor, U.S.
Transportation Secretary Ray LaHood announced today. More than $91
million will pay for a 17-mile double track project between Albany
and Schenectady, for which construction will start in 2012. Many
hope that adding a second track will decrease congestion and reduce
travel time for passengers traveling across the Empire Corridor. The
existing single track is currently owned by CSX is shared by Amtrak

NCPR News - Bridge closure tells of "new normal" for region's
infrastructure A bridge in the town of Wilna, east of Watertown
in Jefferson County, was closed recently after a regular state
inspection showed it was no longer safe for motorists. The bridge
didn't get much traffic - fewer than 100 cars a day, according to
the state Department of Transportation - but residents of the area
will now have to get used to a five-mile detour. And, transportation
officials said, closures like this one will likely be more common as
the federal government reins in its budget for repairs.

Major
high speed rail deal between CSX, Amtrak, New York DOT, Federal
Railway Administration NEW YORK - CSX, Amtrak, the New York
State Department of Transportation and the Federal Railway
Administration, have reached the necessary agreements to move
forward with rail projects across the state. From Fiscal Year 2009
and 2010 and the American Reinvestment and Recovery Act (ARRA),
Senator Schumer has helped New York secure $250 million in rail
funding, but only a small amount had thus far been obligated for
specific projects. The delay had occurred because CSX, Amtrak,
NYSDOT, and the FRA had yet to complete the necessary agreements on
land and track leasing, operating and management, dispatching and
right-of-way maintenance, implementing, and service outcomes. After
Schumer pushed the parties to sign off on these agreements, a deal
was reached that will now allow nearly $150 million to be obligated

NY Enacts Law to Protect All Who Use Local Streets NEW YORK -
Gov. Andrew Cuomo has signed a new "Complete Streets" measure into
law that should eventually make it safer for pedestrians, bikers and
parents with strollers to navigate New York streets. Locals say the
new law is especially important on Long Island, where multi-lane
highways were built with little thought to pedestrians. Linda Lisi
Juergens, executive director of the National Association of Mothers'
Centers, says it's a sign of relief for children who walk or bike to
school, and moms and dads who like to walk to do their shopping.

promote safer roadways is now in effect in New York State. Governor
Andrew Cuomo signed "Complete Streets" legislation Monday, which
will forever change the way some road projects are planned in New

City Newspaper Erik Frisch, a transportation specialist for the
city, says that Franklin and Pleasant Streets also have sharrows
now, as does Latta Road. Soon, sharrows will be painted on Driving
Park, University Avenue, and Joseph Avenue, he says. This year, the
city also plans to add bike lanes on St. Paul St., South Avenue,
Lyell Avenue, through the Atlantic Avenue underpass, and on Central

House releases heavy-truck standards - Robin Bravender -
POLITICO.com The White House on Tuesday released the first-ever
fuel efficiency standards for heavy trucks after abruptly canceling
a public announcement by President Barack Obama. Obama had been
scheduled to announce the standards Tuesday morning during a trip to
Interstate Moving Services in Springfield, Va. But the
administration canceled the visit at the last minute, and instead he
met with industry officials at the White House to discuss standards

Road projects would have to consider sidewalks, bike lanes |

state Legislature recently passed a bill that would require all road
projects funded both by the state and federal governments to
consider the need to add sidewalks, crosswalks and bicycle lanes for
safe travel by pedestrians and vehicles. The proposal was pushed by
AARP and traffic-safety groups as a way to ensure bicyclists and
walkers aren't pushed off the road, and also to ensure cars aren't
getting into accidents by trying to avoid pedestrians. "We think
this legislation is a key step toward building more livable
communities in New York state, where people can age and live more
independently," said Bill Ferris, legislative director for AARP. The
measure, called "Complete Streets," heads to Gov. Andrew Cuomo for
his signature. His office said it was reviewing the bill.

Exhaust-ing ride for cyclists: Air pollutants trigger heart risk —
Environmental Health News In big cities around the world,
cyclists breathe an array of pollutants from exhaust-spewing cars. A
new study has now found a link between cycling on high traffic roads
and heart risks. Even healthy cyclists had harmful changes in their
heart rates. Experts say cyclists should stick to their two-wheels,

an increase in demand for bikes. The non-profit is on track to give

Rochester City Newspaper Almost a decade ago, regional
transportation planners laid out a detailed initiative to create a
system of connected trails in the Rochester region. Their hope was
that the trails would form a transportation network for bicyclists
and pedestrians. The plan included an inventory of existing trails

announced New York was awarded a total of $354.4 million in federal
funding from the United States Department of Transportation for
three projects that advance New York's high-speed rail plans.
Shortly after being elected, then Governor-elect Cuomo wrote to
Transportation Secretary LaHood urging him to direct any federal
high-speed rail money rejected by other states to New York. "New
York stands ready to use this federal money to rebuild our
transportation infrastructure, expand high speed rail, and put New
Yorkers back to work. In April I applied for federal grant money to
fund promising projects that would push New York's high-speed rail
plans forward and create jobs," Governor Cuomo said. "Today, the US
Department of Transportation awarded New York $354.4 million for
three projects. These initiatives have tremendous potential and will
be a significant factor in ushering our economy and transportation

in Florida was divvied up among nearly two dozen projects around the
country Monday, heartening supporters but giving critics fuel to

industry can boost gas mileage now, says national environmentalist
NEW YORK – Gas prices continue to inch up virtually every day across
the state and are well above $4 a gallon downstate. The average
consumer is doing some head scratching as to why. A leading

calling for a six-year, $53 billion spending plan for high-speed
rail, as he seeks to use infrastructure spending to jumpstart job
creation. An initial $8 billion in spending will be part of the
budget plan Obama is set to release Monday. If Congress approves the
plan, the money would go toward developing or improving trains that
travel up to 250 miles per hour, and connecting existing rail lines
to new projects. The White House wouldn't say where the money for
the rest of the program would come from, though it's likely Obama
would seek funding in future budgets or transportation bills.

funding ALBANY - The Federal Railroad Administration
(FRA) has awarded the New York State Department of Transportation
(NYSDOT) $28.5 million in funding under the High-Speed Intercity
Passenger Rail Program for three projects across the State. The
grants will be used to ease congestion and improve reliability of
service along the Empire Corridor through the Syracuse area by
building additional track, switches, and signals; increase
reliability between Albany and New York City, by modernizing
signals; and advance necessary engineering and environmental work
for the future replacement of the Livingston Avenue Bridge over the
Hudson River between Rensselaer and Albany. "This additional Federal
funding for high speed passenger rail will help revitalize New York
State's economy, modernize our rail transportation network, and make

Ford Motor Co. and another company. NYPA is helping to usher into
use these and other electric-drive vehicles in government fleets for

vehicle innovator, the Power Authority hosted a “ride-and-drive”
workshop at its White Plains administrative office building, where
an electric commercial van, hybrid-electric shuttle bus and other

GTC Adopts 2011-2014 Transportation Improvement Program
At its June 17, 2010 meeting, the Genesee Transportation Council (GTC)
Board adopted the 2011-2014 Transportation Improvement Program
(TIP). The 2011-2014 TIP includes 230 transportation projects funded
with approximately $560 million of federal transportation revenues
and over $115 million from other state and local sources. The
2011-2014 TIP includes the projects in Genesee, Livingston, Monroe,
Ontario, Orleans, Wayne, and Wyoming counties that are scheduled to
receive federal transportation funding from October 1, 2010 through
September 30, 2014. The United States Department of Transportation
requires that the metropolitan transportation planning process
include the cooperative development of a TIP: a staged, multi-year
program of projects to be advanced with federal surface
transportation funds. The TIP identifi es the timing and funding of
all highway, bridge, transit, intelligent transportation system,
bicycle, pedestrian, and transportation-related air quality
projects, as well as select railroad projects. The GTC TIP is
developed cooperatively by GTC and the New York State Department of

Pedestrian and Bicycle Information Center (PBIC) recently
published its 15-year update to its National Bicycling and Walking
Study. The study was originally commissioned in 1990 by the
NHTSC. At that time, fewer than

Between NYSDOT and CSXT Governor David A. Paterson
today announced that key agreements have been reached between the

Department of Transportation (NYSDOT) has applied for $11.6 billion in
American Recovery and Reinvestment Act (ARRA) funding to improve high-speed
rail service along the Empire Corridor between New York City and Niagara
Falls. The ARRA grants will be awarded by the Federal Railroad
Administration (FRA) and would support the State’s high-speed intercity
passenger rail initiative. The initiative would substantially upgrade the
existing 460-mile Empire Corridor, modernize locomotives and cars used by
Amtrak, and make other rail infrastructure improvement throughout the State.

Region to make way for bicycles - Local bike
commuters say their ranks will continue to grow, with more people wanting to
save money, improve their health and help cut pollution. Municipalities such
as Rochester and Brighton are trying to make travel safer and easier for them.

Rochester City Newspaper - TRANSIT: In new plan, cyclists get a boost
As it turns out, several years' worth of substandard air quality may be good
for our region's health, at least in the long term. In its proposed new five-year
plan, the Genesee Transportation Council has included $7 million worth of bicycle
and pedestrian improvements. That's five times more money for those improvements
than in the last plan. The new plan also includes money for service stations
that would provide fuel such as ethanol for government vehicles. The service
stations would likely be operated jointly by the city, the city school district,

transit group wants to bring the familiar “ding, ding, ding” of the trolley
bell back to the city -- dusting off a proposal that has existed practically
since the Rochester Railway closed down more than 60 years ago. The Rochester
Trolley & Rail Corp. is trying to drum up political and financial support for
its venture, which would first attempt to link the Charlotte neighborhood at
Lake Ontario with downtown and the Sea Breeze area of Irondequoit. The trolley
would run along abandoned railroad rights-of-way as much as possible and involve
purchasing the well-worn and unused Hojack swing bridge.

Transit Committee Proposes Rail Line To Charlotte

- The Rochester Rail Transit Committee has
unveiled plans for a light-rail transit line between downtown Rochester and
Charlotte. If the plan is approved, the line would run from Charlotte

NY - The Regional Transit Service announced Wednesday that it plans to reduce
regular bus fares by 20 percent, from $1.25 to $1.00. This fare reduction is
contingent on the company receiving an extra $4.5 million in funding as Governor
Pataki has allocated in his proposed state budget. RTS hopes the move will get
more people riding the bus. Service has steadily increased over the last five
years. Ridership is already up 3.8 percent this year alone and is 40 percent
