EPA Seeks Public Input on National
Enforcement Priorities Through
Online Forum WASHINGTON - The
U.S. Environmental Protection Agency
has launched an online discussion
forum to receive public input on the
future priorities for EPA’s national
enforcement program. The public
will be able to provide feedback
through the EPA Web site until
December 1, giving them a forum to
submit ideas for EPA to consider for
new areas of enforcement focus. All
ideas will be evaluated and
considered for recommendation to the
EPA administrator about the future
direction of EPA’s national
enforcement and compliance
priorities. The current enforcement
priorities through 2010 focus on
significant environmental problems,
including pollution from stormwater
runoff, air toxics, concentrated
animal feeding operations, and
mineral processing. To submit

Drinking Water Taste Contest
City of Rochester Takes Second Place
ALBANY, NY (September 1, 2009) - The
New York State Department of Health
(DOH) today announced the City of
Schenectady the winner of the 2009
New York State Drinking Water Taste
Test. The City of Rochester was
runner up. Schenectady won the
coveted title for best-tasting
drinking water in New York over 150
other community water systems during
the final competition held today at
the New York State Fair in Syracuse.

The Governor made the announcement
at Stephen and Harriet Myers Middle
School in Albany, during the first
of six public information town hall
meetings that the Department of
Health (DOH) will convene in cities
throughout New York. The forums will
provide updates to local officials,
schools, and residents on the
State’s actions to prevent and
reduce incidents of the virus in New

Paterson today announced $87 million
for drinking water projects across
the State through the American
Recovery and Reinvestment Act. A
total of 14 projects will receive
financing to improve drinking water
systems, creating jobs and
protecting public health. “Safe,
potable water is necessary for our
lives and livelihood and these
economic recovery funds will support
major capital improvements to our
drinking water systems,” Governor
Paterson said. “In addition to
improving the quality of our water,
these funds will also create new
jobs and promote economic
development. I thank President Obama
and our Congressional Delegation for
setting aside stimulus funds for
these critical projects.”

Comments Accepted Until Sept. 11 New
York State Department of
Environmental Conservation (DEC)
today announced it will host two
public meetings on a proposal by
Hidden Falls Spring Water to develop
a bottled spring water business in
the Town of Turin, Lewis County. The
focus of the meetings will be on
what's known as the scoping
documents for the project. The
purpose of scoping documents
essentially is to outline what
environmental factors must be
included in a "Draft Environmental
Impact Statement" (DEIS), the
document that will eventually guide
the review of the proposed
development. The meetings will be
held Sept. 3, 2009, at the Glenfield
Fire Hall on Blue Street in the
hamlet of Glenfield and will be
broken into two sessions, one
beginning at 3 p.m. and the other at

devastating storms that hit Western
New York this past weekend of the
quarantine that is in place to
prevent the spread of the Emerald
Ash Borer (EAB) - a tree-killing
beetle recently discovered in the
state. The quarantine, which
encompasses Cattaraugus and
Chautauqua counties, restricts the
movement of ash trees, ash products,
and firewood from all wood species
in order to limit the potential
introduction of EAB to other areas

NEW $40 MILLION FOOD LAB State-of-the-Art
Facility & All 49 Jobs will Remain
at State Office Campus in Albany

Services Commissioner John C. Egan
today announced that a new $40
million laboratory facility will be
constructed at the Harriman Research
and Technology Campus in Albany.
The new state-of-the-art laboratory
is the first new structure to be
built on the 3330-acre campus in
decades and will replace an outdated
facility, and will house the New
York State Food Laboratory, as well
as the State Metrology Laboratory,
both divisions of the New York State
Department of Agriculture and
Markets. All 49 state employees
working in the current facility will
be retained, which include 44
chemists, microbiologists and
metrologists. “New York is a leader
in food safety,” Governor David A.
Paterson said. “No other state in
the nation has the myriad of food on
store shelves, and we take the
responsibility of safeguarding our
residents and visitors from possible
food-related illness very
seriously. I am extremely pleased
to announce that we will be
constructing a new, efficient and
clean energy laboratory in Albany
that will enhance our existing food

EPA announces peer
review findings on the lifecycle
analysis for the proposed rule to
implement the expanded Renewable
Fuel Standard Program EPA, under
the Energy Independence and Security
Act of 2007, is responsible for
revising and implementing
regulations to ensure that gasoline
sold in the United States contains a
minimum volume of renewable fuel.
The Renewable Fuel Standard program
will increase the volume of
renewable fuel required to be
blended into gasoline from 9 billion
gallons in 2008 to 36 billion
gallons by 2022. The new RFS program
regulations are being developed in
collaboration with refiners,
renewable fuel producers, and many

signed Executive Order No. 24
setting a goal to reduce greenhouse
gas emissions in New York State by
80 percent below the levels emitted
in 1990 by the year 2050. The
Executive Order also creates a
Climate Action Council with a
directive to prepare a draft Climate
Action Plan by September 30, 2010.
The Climate Action Plan will assess
how all economic sectors can reduce
greenhouse gas emissions and adapt
to climate change, as well as
identify the extent to which such
actions support New York’s goals for

Diesel spill leaks into Canandaigua
Lake - Canandaigua, NY - MPNnow
Canandaigua, N.Y. — A fuel spill
last week at the site of the Deuel
Road bridge reconstruction near West
Lake Road in the town caused as much
as 200 gallons of diesel gasoline to
leach into the soil, Monteith Creek
and Canandaigua Lake. Ontario County
officials say the spill occurred
Thursday evening, July 30, but a
Canandaigua Lake Watershed Council
official says it happened no later
than Wednesday, July 29.

its Reevaluation of the Chemical
Perchlorate WASHINGTON – U.S.
Environmental Protection Agency
Administrator Lisa P. Jackson
announced that the agency is taking
an important step to ensure
children’s health is taken into
account when evaluating the chemical
perchlorate. To enhance
transparency, the agency is seeking
public comment on its re-evaluation
of the scientific information on
perchlorate in drinking water. Under
the previous administration, EPA
made a preliminary decision not to
regulate perchlorate. Administrator
Jackson directed EPA staff to review
that decision and, as part of that
review, the agency is putting
special emphasis on evaluating the
impact of perchlorate on infants and

of the Great Lakes will start 2010
with higher water levels than
they've seen in almost three years.
Lake Ontario is the exception, but
once the calendar turns, the lakes
will be within a few inches of their
historical averages. According to
the latest statistical estimates
from the U.S. Army Corps of
Engineers, Lakes Superior, Michigan,
Huron, St. Clair and Erie will start
2010 with higher levels than in 2009
