EPA to Hold Public Hearings on Air Quality Standards for
Smog
Regulatory Actions | Ground-level Ozone | US EPA Proposed
Revisions to National Standards for Ground-Level Ozone January 6,
2010 – The Environmental Protection Agency has proposed to
strengthen the national ambient air quality standards for
ground-level ozone. Ground-level ozone is a primary component of
smog. The proposed revisions are based on scientific evidence about
ozone and its effects on people and sensitive trees and plants. EPA
will accept comments for 60 days following publication of the
proposal in the Federal Register. EPA also will accept
written comments on the proposed standards until March 22, 2010.

Study: Global warming means wacky weather near Great Lakes
In coming years, global warming will have a bizarre, seemingly
incongruous impact on winters here in the Great Lakes region:
shorter, milder cold seasons coupled with bigger winter storms. That
is the consensus among researchers involved in a National Wildlife
study titled "Oddball Winter Weather: Global Warming's Wake-up Call

No more sorting recyclables in Victor -

Pennsylvania’s Gas Wells Booming—But So Are Spills
- ProPublica As more gas wells are drilled in Pennsylvania's
Marcellus Shale, more cases of toxic spills are being reported.
Earlier this month, Pennsylvania's environmental officials fined
Pennsylvania-based Atlas Resources after a series of violations at
13 wells, including spills of fracturing fluids and other
contaminants onto the ground around the sites. And just last week
the agency fined M.R. Dirt, a company that removes waste from
drilling sites, $6,000 for spilling more than seven tons of drilling

EPA Orders Tonawanda Coke Corp. to Clean Up Its
Act; Company Ordered to Comply with Clean Air Act, Fix
Wastewater Leaks, Stop Dumping Coal Tar Sludge; Comply with NY Air
Plan (New York, N.Y.) You must follow environmental law. That’s
the clear message that the U.S. Environmental Protection Agency
(EPA) and the New York State Department of Environmental
Conservation (NYSDEC) have sent to the Tonawanda Coke Corporation
(TCC) over the past two months in a series of enforcement actions
that order the company to maintain and operate its coke
manufacturing facility in a manner that no longer violates federal
and state environmental laws. In an effort to keep the Tonawanda
community fully informed, EPA is sharing information about its
ongoing multi-faceted investigation of this facility. The company
violated the Clean Air Act by polluting the air with uncontrolled
releases of ammonia and benzene, failing to conduct required annual
maintenance inspections of emission controls and proper maintenance
and operations, and failing to complete multiple required reports.
Exposure to ammonia, benzene and other hazardous pollutants can
significantly harm human health, and excessive exposure to benzene
is a known cause of cancer. (January 28, 2010)

Conservation's (DEC) Saratoga Tree Nursery has begun taking orders
for its annual sale of tree and shrub seedlings. Ordering will

Lake land to remain ‘a pristine wilderness’ -

Tompkins gas drilling concerns featured at Albany session
ALBANY - Speaking on behalf of the Tompkins County Legislature,
Chair Martha Robertson, as part of an Albany event, Monday, urged
that Governor David Paterson withdraw the proposed document that
would regulate natural gas drilling in the Marcellus shale. Last
month, the Legislature, approving its official comments to the State

Conservation (DEC) has proposed removing water bodies in Franklin,
Lewis, St. Lawrence and Broome counties from a federal list of

CLIMATE ACTION PLAN Governor David A. Paterson today

in 2009 After a Century of Growth, U.S. Fleet Entering Era of
Decline | EPI America’s century-old love affair with
the automobile may be coming to an end. The U.S. fleet has

cars scrapped exceeded the 10 million new cars sold, shrinking the

Invited to Meeting on State Climate Action Plan - NYS Dept.
of Environmental Conservation The New York State Climate Action
Council will hold a public meeting on Monday, Jan. 25, at 7 p.m., to
outline development of the state Climate Action Plan. The meeting
will be held in the New York State Museum Theater, 222 Madison
Avenue, Albany. Governor David A. Paterson signed Executive Order 24
in August 2009, which sets a goal to reduce New York State's
greenhouse gas emissions by 80 percent of their 1990 levels by 2050.
The executive order created the State Climate Action Council and
directed it to prepare a draft plan by Sept. 30, 2010
(http://www.ny.gov/governor/press/press_01211001.html). The plan
will assess how all economic sectors can reduce greenhouse gas
emissions and adapt to climate change, and identify the extent to
which such actions support New York's goals for a clean energy

The New York State Public Service Commission (Commission) today
approved approximately $20.9 million in interim funding for the
Renewable Portfolio Standard (RPS) program for the period January 1,
2010 through June 30, 2010. The money will fund incentives for solar
photovoltaic (solar PV), anaerobic digester, fuel cell and small
wind installations under the Customer-Sited Tier (CST) of the RPS

Interest runs high in gas-drilling plans - Utica,

Department of Environmental
Conservation is one step closer to updating its guidelines for
natural gas drilling in the region, and 12,000 people have something
to say about that. In December 2009, the DEC closed its comment
period on a natural gas drilling regulations draft, including a
controversial practice that would be used to develop the Marcellus
Shale located in an area just to the south of the Mohawk Valley.

- NYS Dept. of Environmental Conservation Feds Limit Fishing to
June, September Only In response to a federal action, the New York
State Department of Environmental Conservation (DEC) has immediately
closed recreational fishing for black sea bass with the exception of
a 2-month window, Commissioner Pete Grannis announced today. The
emergency, temporary closure follows actions by the National
Oceanographic and Atmospheric Administration (NOAA), the
Mid-Atlantic Fishery Management Council and the Atlantic States
Marine Fishery Commission to strictly limit harvesting of the
species and to limit the 2010 season to only two months: June and
September. New York State is a participating member state to the
Mid-Atlantic Council and the Atlantic States Marine Fisheries

This week, wildlife biologist Scott Darling and his small team will
snowshoe up to the mouth of Vermont's remote Mount Aeolus cave, once
the largest bat hibernation spot in New England. As recently as

Americans, especially children The United States
Environmental Protection Agency today proposed the strictest health
standards to date for smog. Smog, also known as ground-level ozone,
is linked to a number of serious health problems, ranging from
aggravation of asthma to increased risk of premature death in people
with heart or lung disease. Ozone can even harm healthy people who
work and play outdoors. The agency is proposing to replace the
standards set by the previous administration, which many believe
were not protective enough of human health. EPA will
take public comment for 60 days after the proposed rule is published
in the Federal Register. The agency will hold three public
hearings on the proposal: Feb. 2, 2010 in Arlington, Va. and in
Houston; and Feb. 4, 2010 in Sacramento. More information:

VACCINATION THEIR NEW YEAR’S RESOLUTION Some Pharmacies
Begin Offering H1N1 Vaccine to General Public Governor David A.
Paterson today urged New Yorkers to protect themselves and their
families against the H1N1 virus and ensure a safe and healthy new
year by getting the H1N1 vaccine, which is now available to the
general public in New York State. “New Yorkers can make no better
new year’s resolution than to get the H1N1 vaccine as soon as
possible,” Governor Paterson said. “The H1N1 flu is still active in
New York State, so increasing the number of New Yorkers who receive
the vaccination will help to reduce flu activity in the months
ahead. There is now ample vaccine available in the State at more
locations where New Yorkers can be vaccinated. Lets start the new
year by taking advantage of the wide availability of the H1N1
vaccine so we can all enjoy a healthy 2010.” (December 31, 09)
